Higher Education Emergency Relief Fund III (HEERF III) under section 2003(a)(1) of the American Rescue Plan Act of 2021 (ARP) Act Reporting and Disclosure
91²Ö¿â (KSU) was awarded additional funding through the American Rescue Plan (ARP) Act of 2021. KSU has used, or intends to use, at least 50% of the funds received under section 2003(a)(1) of the ARP Act to provide HEER III funded ARP-KSU Grants to students.

1st Quarter Report and Disclosure, January - March 2022: April 1, 2022The U.S. Department of Education automatically allocated HEERF III funding to 91²Ö¿â (KSU) because the University received HEERF funding under the student portion of CRRSAA 314(a)(1). KSU will use at least 50% of the funds received under section 2003(a)(1) of the ARP Act to provide HEERF III funded grants to students.
- The total amount of HEERF I funding that KSU received to distribute to students is $9,653,622.
- The total amount of HEERF II funding that KSU received to distribute to students is $9,653,622 .
- The total amount of HEERF III funding that KSU received to distribute to students is $32,962,855.
- The total amount of HEERF III funded Awards that was distributed in quarter 1 to KSU students as of March 31, 2022 is $2,966,400.
- In quarter 4 to KSU students as of December 31, 2021 is $28,331,129 and in quarter 1 to KSU students as of March 31, 2022, is $2,966,400 totaling $31,297,529.
- The estimated total number of KSU students eligible for quarter 1 to receive a HEERF III Award is 39,387.
- The total number of students who have received a HEERF III Award Grant during quarter 1 is 2,397.
The following block grant was used to prioritize students with exceptional need as defined by 91²Ö¿â. To be eligible for a HEERF III funded ARP - KSU Block Grant a student must:
- Be enrolled for the fall 2021 semester
- Complete a FAFSA, have an EFC less than 15,000, and have been considered for Federal Financial Aid
- Must have gross need (Cost of Attendance – EFC) of at least 500
- Award amount is a flat $500
- This fund will be awarded one-time only at the beginning of the Fall 2021 semester
Any student who is currently enrolled or was enrolled on or after March 13, 2020, the date of declaration of the national emergency due to the coronavirus.
To be eligible for a HEERF III funded ARP - KSU Grant a student must:

- The total amount of HEERF III funding that KSU received to distribute to students is $32,962,855.
- The total amount of HEERF III funded Flashes Go Further Book Awards that were distributed to KSU students as of September 15, 2021 is $1,269,000.
- The estimated total number of KSU students eligible to receive a Flashes Go Further Book Award is 2,147.
- The total number of students who have received a Flashes Go Further Book Award Grant is 2,115.
To be eligible for a HEER III funded Flashes Go Further Book Award, a student must meet the following criteria:
- Packaged with a valid FAFSA and no processing holds
- EFC < 10,000
- Ohio Resident
- Pursuing first bachelor's degree (not a Post Undergraduate Student)
- Exploratory majors and pre-majors for a bachelor's degree are eligible
- Minimum of 12 Kent Campus credit hours
- Must meet Financial Aid Standards of Academic Progress (SAP) or have an SAP appeal approved for that semester
- There is no application.
